WASHINGTON, January 26. It is announced that Katsuji Debnchi, consular officer at the Japanese Embassy, has been appointed charge d’Affaires at Berlin. Debuchi is at present ill from influenza, but will leave upon recovery. The. Bolivian delegation to the PahAmerican Conference recommended that the United States’ proposed relief to Europe should extend through the medium of loans to South Central American .countries. It was pointed out that this would benefit exchange and help all concerned. PARIS, January 26. It is understood that Fiance has taken over a large part of Britain’s obligations to send troops to police the plebiscite areas in Germany and elsewhere.
