Mr Massey states that the matter of the training camp has never been before the Cabinet. His own opinion is that the whole Defence scheme will have to bo readjusted, and Parliament will be given an opportunity of doing so. In all our investigations. for the better naval protection of the Pacific there had never been any idea of a local navy.
