The Republican leaders claim that Congress is f able itself* to pass a resolution declaring the state of war with Germany ended without Presidential consent. The question is unprecedented and it is probable in such a contingency the question would be referred to the Supreme Court. ■ Senator Hitchcock announced that President Wilson will withdraw the Treaty and re-submit it in December, adding that a compromise on the reservations will probably be acceptable to tho Republicans.
