Australian and N.Z. Cable Association. Received November 18, 10 a.m. ' WASHINGTON, November 17. President Wilson considers the Peace Treaty is ruined. The reservations nullify the covenants and render them utterly impossible.

RESERVATIONS NOT ACCEPTED BY PRESIDENT. Received November 18, 10 a.m. WASHINGTON, November 17. After an interview with Preski dpt Wilson, Senator Hitchcock announced that the President was unable to consider or accept Senator Lodge’s reservations. He considered them a nulliflcaltion of the Treaty, leaving the United States impotent in the League of Nations.

A STRIKING APPEAL

GENERAL SMUTS TO AMERICA. Received November 13, 10 a.m. JOHANNESBURG, November 17. General Smuts,, in a striking appeal to America to ratify the covenant of th League of Nations, said he was told the League was in danger in the -American Senate, but he could not believe it was right. He would send a message from South Africa to America and trusted the appeal would not be resented. America had established a great record in the war, and showed herseif capable of the highest altruism. He could not believe America would now after all block the way, or that the purely American point of view would be allowed to override the wider interests and necessities of civilisation in the greatest crisis in history. They all prayed to her to sign the great coverant and complete the work for humanity which she unselfishly set out in the war to do.
