Addressing the Colonial Institute on the subject of Empire food production, the Pood Controller referred to the difficulties of food supply, due to small Home production, and our lack of organisation as regards Empire supplies. Consumption was outdistancing production. The whole question of supjfiics must be reconsidered, and the possibilities of Empire production should be placed in the forefront. He was aware that trusts had a foothold in certain Dominions, but by bringing the Dominions closer in trade relations with the Motherland we could effectively devise methods to enable the Dominions to relieve themselves of the menace of trusts. Lord Milner, who presided, said ho was not sure that we could obtain everything required from, the Empire. Although he was an Imperialist, he did not want to live in a hermeticallysealed Empire. Contrariwise, he believed that greater development of Imperial trade would mean greater increase of foreign trade, hpt if we retained command of the sea, and had proper economic development within the Empire, we should be safeguarded against interruption. of supplies of food and raw materials. Lord Milner added that he believed in the League of Nations, but. was not prepared to stake everything upon its immediate success. After all, the British Empire would supply the driving force in the League, and the best way of providing for this was to enable the Empire to be self-supporting.
