The Senate rejected the Democratic Senators’ petition to limit the Treaty debate, the voting being 44 to 36. An amendment adding a proviso that the United States should assume obligations imposed by Article 10 towards Poland, Czecho-Slovakia, and Jugo-Slavia for five years was defeated by 44 to 32. Senator McKellar’s amendment proposing to assist France for five years in maintaining French sovereignty in Alsace-Lorraine was rejected by 46 votes A reservation making the recommendations of the Council merely advice to Congress which would he free to accept or reject them was lost bv 44 votes to 32. The Senate rejected by 67 votes to 41 Senator Walsh’s propceal to amplify article ten of the Treaty in order that other nations shall not be under an obligation to aid the United States in preserving its territorial integrity. A proposal making article ten effective for only five years was rejected. BOLBHETIE OVERTURES. NOT COUNTENANCED BY AMERICA. Australian and N.Z. Cable Association. Received November 14, 2.35 p.m. WASHINGTON, November 13. The United States does not intend to countenance overtures to the Bolsheviks.
