The Baltic Provinces have sent a note to the Allies appealing for liberty and self-determination. They are prepared to negotiate for peace with Russia with a view to safeguarding the future, bat will not intervene in Russian, affairs. Esthonia, Latvia and Lithuania seek Allied help in view of the Allies’ promise to assist in establishing peace in Eastern Europe. The Right Hon. Churchill,, speaking in the House of Commons, said the Government is sending Mackinder, a member of /the House of Commons, to South Russia as High Commissioner to watch British interests in Deniken’s area, and also in North Caucasia, where there are already British representatives. He added it was the Government’s policy to prevent a collision between the two States.
