Representatives of the Koreans submitted nineteen proposals for a conference with Guvcrnor-Gcneral Saito, including compulsory primary education iu Korea, freedom of speech, meeting, and Press, abolition of the colonisation policy. Imperial pardon for participants in the recent disturbances, and equality of Koreans with Japanese.
