STILL ANOTHER SCHEME. Australian and N.Z. Cable Association Received April 10, 11.0 a.m. LONDON, April 9. Lord Wimborne, ex-Viceroy of Ireland, in an article in the Pall Mall Gazette, outlines an experimental scheme of Home Rule without partition. He proposes equal representation "of the Unionists and Nationalists in an Irish Parliament by granting extra representation to the minority, or nominating enough Senators to secure equilibrium at joint sessions. Such equilibrium would compel the parties to bury religious and racial quarrels, as otherwise no Premier would be able to secure a reliable working majority. The experiment could be tried for a stated period, either party being empowered to withdraw thereafter if dissatisfied.
