OFFER BI RUSSIAN GENERALS LONDON. April 3. The Daily Mail states that a resjMMisiblc Russian committee headed hy Generals Kartascheff and Judenitch. whose headquarters are at Helsingfors, have offered to arrange a Russian >»> pedition to re-take Petrograd if the Allies will feed the raptured city. Arrangements have been completed and they are ready to start. The committee have appealed to the British Government for permission. suggesting that the expedition cross the Finnish frontier forty mile.-, from Potrograd.
