THE NEW RUSSIA.

NO SECRET PEACE NEGOTIATIONS. Australian and N.Z. Cable Association. PETROGRAD, April 14. A meeting of the Workmen's and Soldiers' Committee adopted by 325 to 55 a resolution endorsing the Provisional Government's proclamation, which the Committee considers an important step toward the realisation of democratic principles in the foreign policy, declaring that the official renunciation by all Governments of their ideas of territorial expansion would powerfully contribute towards ending the war, but while the war continues the Russian democracy recognises that any disorganisation of tlie army which would weaken its fighting capacity would be disastrous to the country and liberty. It appeals to the people to concentrate their energies in assuring tlie army and population everything indispensable.

The executive of 11 ic Workmen's and Soldiers' Committee emphatically denies the report that Russian Socialists have sent delegates on any secret peace negotiations to Copenhagen or elsewhere, and declares that they have not the least idea of such negotiations. ANGLO-FRENCH SOCIALISTS' GREETINGS. PETROGRAD, April 14. A Franco-British Socialist deputation, conveying the democratic party's fraternal greetings, has arrived. The Britishers include Messrs Thorne, O'Grady, and Bowerman, M's.P, POLAND'S INDEPENDENCE. PARIS, April 15.
