SUBMARINE WARFARE.
AMERICA TO BUILD SHIPS. (Router's Telegram .*) WASHINGTON, April 12. Commenting on war preparations, Renter's correspondent says that President Wilson believes America can do the greatest service to the Allies by providing an Armada of merchantmen to invalidate the under-Rea campaign. The country's entire shipbuilding facilities, including 100 nev plants, will construct a fleet of wooden ships of 2000 tons and upwards. The first year's production will average three ships daily. The vessels will be armed. Colonel Goethals. the builder of the Panama Canal will be in charge of the scheme.
