RUSSIAN WORKERS & ANNEXATION.
APPEAL TO BELLIGERENTS. Australian and N.Z. Cable Association. Received April 14, 9.55 a.m. PETROGRAD, April 13. The Congress of Workmen's Councils passed a resolution congratulating the Government on its decision to abandon its annexatiton policy, and promising the Govenrment support.
The labour Party's resolution appeals to all belligerent peoples to urge their Governments to abandon annexations.
