BEST ELEMENTS WITH THE GOVERNMENT. (Reuter Services.* LONDON, April 11. Reviewing the position in Russia, Editor's correspondent says: The extremists are mainly represented by the Council of Workmen and Soldiers. What is unknown is the backing they have in the army, if any. Apparently t»hey are nondescript malcontents and others of the Jacobin type, whose heads have been turned by the social upheaval. German secret efforts to influence these are unlikely to succeed in view of the stedfastness of the Government, comprising the best elements in Russia.
