TO PREVENT WAR.
LORD BRYCE'S SCHEME. (Australian and N.Z- Cable Services.) Received April 13, 9.35 a.m. LONDON, April 12. Lord Bryce has unfolded a scheme for a League of Nations to prevent war. It was drawn up two years ago and is bolder than America's plan, advocated by Mr Taft and approved by President Wilson. The English scheme suggests a judicial tribunal and a conciliation tribunal, to which disputes shall be submitted" the latter tribunal dealing with questions unsuitable for legal handling. The scheme contemplates, although it does not definitely enjoin, the use of common force to effect its decisions. Lord Bryce, in a prefatory note, hopes the scheme will pave the way for a post-war discussion on how to deter aggressive nations from war, or make war less probable. The signatories will be required not to declare war or prepare for hostilities under a definite period after the tribunal announces the awards, otherwise the League will collectively act against the f ggressor.
