The New York Herald'* Tokio correspondent .state* that the Emperor has sent a menage to President Wilson welcoming the United States in joining the Allies to uphold the sacred liberties of mankind. The Emperor adds: "May the fttep eerve to cement and consecrate a lasting friendship between our two nations."
