A political crisis has arisen over the question of the constitutionality of the present minority Government. Baron Montoro, Foreign Minister, rA- : affirmed the solidarity of the Anglo- * Japanese Alliance. The speech was mainly devoted to Chino-Japanese relations. He admitted previous mistakes, but declared that Japan would , disassociate herself from the Chinese factions. He re-asserted Japan' friendship for China.
