OFFICIAL REPORT, (Per United Press Association.) WELLINGTON, July 0. The- Labour Congress this morning adopted the preamble of tho recentlyInriued Australian Federation of Labour. A motion that the New Zealand Federation's title, ot the United Federation of Labour should stand was subsequently carried on the voices.

The debate upon the proposed constitution was resumed after the luncheon adjournment At the conclusion of the deliberations the following danse was referred back to the committee for redrafting: “District Councils may be established v.'herever three or four unions are desirous of affiliating with the organisations, provided that in the industrial centres of Auckland, Wellington, Christchurch and Dunedin there shall only be one district council,”

The following clauses wore adopted : (1) In isolated districts or wherever district councils are not practicable, any union may affiliate direct with the National Executive or the nearest district council. (2) The executive, which shall consist of a president, vice-president, and secretary and treasurer, together with an executive of nine members shall be the governing authority on au matters involved. The members of the executive, exclusive of the officers, shall he elected by the members of the affiliated bodies with-n each of the following districts;—Anckl uid (one member). Poverty Bay and Hawke’ Bay (one member), ‘ Nelson and Marlborough (one member), Bnller and Grey (onemember), Canterbury (one member), Ota°-o (one member), Southland (one member); (3) the national' officers shall he elected by a plebiscite ;of the whole membership of the United Federation of Labour by a preferential system of voting; (4) district councils shall consist of delegates from trade or industrial unions, and shall, as far as practical|e, be organised and governed on the lines of industrial unions; (5) district councils shall have full power to deal with al| matter coming within the province covercf by their affiliated unions, provided that |!1 matters likely to involve the national l|dy shall he submitted to the central cxac.vti ive for approval. They shall have pfwor to appoint any organisers decimal to he necessary at whatever salaries |iev may think fit; (6) representation r| unions upon district pouncils shall be determined by the council itself. : .i
