Lord Dunraven gave notice of an amendment to suspend Home Rule until a commission had reported upon the constitutional relations of the component parts of the Kingdom. Lord McDonnell drafted a scheme of Home Rule within Home Rule, which is virtually a new Rill, in substitution for the Amending Bill. It provides foi an Ulster Council to be elected by pro portional representation to control education and the services administered fn the Irsih Local Government Board and the Department of Agriculture. The Council may he abolished by a poll o! the Ulster electorates after five years. LORO SELBCRNE’S MOTION. Received Julv 9, 10.35 a.m. LONDON: July 8. Lord MacDonnoll’s scheme for Ulster autonomy has been negatived by 196 ft 20. Lord Haldane opposed . the Bill Lords Loreburn and Courteney, and Su J. Bryce supported it. Lord Lausdownc’s amendment omittiiu the time limit was carried by 138 to 39. THE NATIONALIST ARMY. LONDON. July 8. A return made on Friday showed thal the Nationalist Volunteers numbered 153,500. MACHINE CONS FOR ULSTER. LONDON, July 8. A quantity of ammunition and forty Colt machine guns of the latest pattern (costing £IOO each) were landed or County Down coast for the Ulster Volunteers.
