Lord Roberts said the present crisis affected the very roots of our national existence. Any attempt to use the military to coerce Ulster would ‘break and ruin the army. He urged members, in the cause of patriotism, to drop party differences and seek a national solution to avert an inexpressible disaster to the army and the nation. Lord Curzon favoured a convention, but time was too precious, and the tension was too acute to allow that course. He could not advocate these solutions when he could bear the tramp of armed men. The Amending Bill must fill the gap until a permanent settlement was devised. Lord Crewe said that if dropping Home Rule and scrapping the Government policy were to be the preliminary to a conference or convention for a permanent settlement, such a proposal could not be entertained. He asked the Opposition if the total exclusion of Ulster was included in the Bid. would they guarantee against civil conflict? Possiblv with the Government’s approval, Lord MacDonncll. in connection with the Lords’ proposed amendments, drafted a scheme to give Ulster autonomy for five years, when, after a poll of the Ulster electorate, it may cease. The amendments to tho Amending Bill nrovide for the exclusion of Ulster province and the abolition of the tings limit, with the Secretary of State as the administrative authority instead of the Lord-Lieutenant.
