The Herald, referring to the opening of tho New Zealand Parliament, and tho proposed amendment of tho Upper House says that everything points to the fact that even at the Antipodes finality has not been reached. Tho political' experiment to overcome constitutional difficulties in New Zealand will be watched with interest by every student of Parliamentary government.
