Inquiries into the treatment of convicts employed on iho Amur railway construction reveal wretched conditions. In Hasdolny district prisoners were subjected to senseless cruelty. Many are suffering from scurvy, and their food is indiscriminately bad. One man was shot dead for impertinence. A number of sick convicts were eight days without food.
