CHINA SUPPOSED TO BE.SCHEMING Press Association.—Telegraph.—Copyright. Received March 31, 10.25 a.m. LONDON, March 30. Russian newspapers are sceptical about the agreement with China. Tt is widely believed that the reply is intended to gain time. A recent cable message stated that the cold weather and snow was preventing the movement of troops near the Chinese frontier, and it may bo that the Russian surmise that China is simply trying to gain time is correct. If so, war may be looked for in the spring.
