ANNUAL REPORT. (Per United Press Association.)’ ) CHRISTCHURCH, March 29. Hie annual report of the, Lyttelton Harbour Board shows that after meeting extra expenditure amounting to .£61,064, there was a cash credit balance of .£(5500 at Jhe end of the past year. The extra expenditure includes a final payment on the dredge, full payment for now -Fruhling dredge, alterations to jetties, reclamation works, and diving apparatus. It .is expected that the sale of the dredf<£- Manchester will realise about .£20,000. The sinking funds total about £70,342. 'Hie wharfage revenue has increased by £5836, the total being £28,830, a record for sie port, while pilotage and port charges amounted to £20,647. Exports and imports increased by 50,271 tons. In.his address Mr Fricdlander, the chairman, referred to the graving dock as a white elephant. It was not paying working Expenses; and while the interest on tiie first cost was £6357 annually, the total loss to the Board in this connection was 17,811. A PECULIAR POINT. The Board's solicitor gave the opinion that no member was entitled to object, position which members characterised hb an extraordinary one. The chairman th|p signed the roll. The point at issue wag whether persons who paid for pjlptagq c&cmntion certificates were payers of duvs within the moaning of the Act. fl
