INSPECTION OF ALIENS. Received March 27, 8.3(1 a.m. LONDON, March 26. The Departmental Committee recommends the establishment of a receiving house for the inspection of alien immigrants at Tilbury, with a reasonable toll per head to defray expenses. THE REFERENDUM BILL. LONDON, March 26. Lord Haldane will he the leading Government spokesman against Lord Balfour of Burleigh’s Referendum Bill. SPEECH BY LORD HALDANE. Received March 27, 8.30 a.m. LONDON, March 26. Lord Haldane, speaking at Pakenham, declared that he left the House of Commons rather reluctantly, but jt was the desire of the Prime Minister. He went on to say that all parties were agreed that the day of the Lords was over. This did not mean revolution but evolution. The principle of referendum was totally alien to the spirit of the Constitution, and was subversive to the principles whereon public business was transacted.

IF THE LO'RDS REJECT!

LONDON, March 26. Sir Henry Lucy, writing to the Observer, says that if the Lords reject or fatally emasculate the Ycto Bill, Parliament will he prorogued, and a second session exclusively devoted to the Bill will open next day. If the Lords are again obdurate tho wholesale creation of Peers will follow. The Observer states that the Bill will scarcely read) the Lords before May.
