The Times the principle that national armaments must be at the disposal of the Parliaments building and maintaining them is the fundamental condition of all co-operation in Imperial defence, rut Sir Wilfrid Laurier’s argument tends to obscure the fact that although compul ,i;m to take part in Imperial wars cannot con e from within, it may come from without. If the Empire be at war, Canada is at w:.r. though she docs not participate in ict ;.U hostilities. It is true Canada had no T-cct interest in the Crimean war. but Pursiu would not consider herself debarred fu-m raiding Canadian coasts. Those actual responsibilities are involved in any system of Imperial partnership. They were directly recognised by Mr Fisher on’behalf of Australia. The Times adds, ‘we consider Air Borden justified in insisting that they should be recognised in the Canadian N iw Bill.”
