CONTINUATION OF DEBATE. Received April 1, 1 p.jh. LONDON, March 31. In the House of Commons, Mr A. Finlay, in moving an amendment, denounced the' Government for paralysing the nafinances at Mr Redmond's bidding. Millions were lost through the Government’s tactics. The present proposition was not even justified by the deadlock between the two Houses. Everybody admitted tiie Lords’ legal right' to refer the Budget to the country, which answered against the Budget. No reform seriously intended. The Lords had legal, rights to reject money Bills.
