VANCOUVER, March. 17. hj It js understoodthat .the Mikado of Japan is arranging to make America an informal ally in the domination of the Orient policy. ;llis plana in the latter rerespect provide that the commercial equality of all nations will be guaranteed in the East. Tentative proposals will be submitted' indirectly, though not through the regular diplomatic channels. The -officials at the American Foreign dlffi'ce profess ignorance of the reported overtures.'. The, report has, also been dis-: credited by a section of the American Tress, which states that diplomatic flurry in Japan would be welcomed in England, as it would give that country an opportunity ,to bra-sk the- Anglo-japanese alwhich; 15 view of the much-talked-of conflict between Amefica and Japan, is proving the most unpopular diplomatic move which England has made for years. , Later news from Washington states that the Japanese Ambassador is of the opinion that the statement about the proposed agreement between Japan and America had reference to a memorandum which turned to New York, from the Secretary for State (Hon. 1 Elihn Root) and .M. Takahua in 1908-. The memorandum provided for the mutual guaranteeing of an open door in Manchuria, and for both countries their good offices to bring about that regardless of the antagonism of other rations. ■- -
