President Taft, in a message to Con'gress, says that negotiations regarding the application of the maximum or minimum tariff have been substantially-completed with all nations. The results are satisfactory. The President . asks, for an appropriation of’a quarter of a million dollars for the establishment of a Tariff Board. - •

OTTAWA, March 2ST. The Canadian newspapers ate divided concerning the results of the negotiations. It is, understood that the reductions are applicable t’q;all .countries-., Canada's tariff is slightly reduced on a small number of articles. ; .
