WANGANUI EAST BOROUGH COUNCIL

SPECIAL MEETING. A special meeting- of the above Council was held last evening, those present being his Worship the Mayor (Mr J. Jones), Crs. McCaul, Willis, Neilson, Allen, and O’Leary. SHAKESPEARE CLIFF LOAN—On the motion of Cr. Neilson, it was decided to issue £IBOO worth of 3 per cent, debentures, withrn 1 per cent, sinking fund, to repay present loan. ,£4OOO LOAN.—A special order was passed diverting the balance of this loan for the purpose of purchasing a section. ORDINARY MEETING. The ordinary meeting of the Council was then held. WATER.—The Mayor reported that he and Cr. Burton had waited on the Wanganui Borough Council re water supply, and that they had referred it to their Works Committee.—On the motion of Cr. Neilson, the sub-committee was authorised to inquire into other possibl ewater supplies. AUCTIONEER'S LICENSE FEES.—Cr. Alleti reported that as the result of his inquiries, he believed that the Wan game Borough Council had a legal right to these fees, but he certainly thought they had no moral right. It was, in his opinion, most unfair that when the Wanganui East roads are being cut up by the cattle being driven to and from these sales, the Wanganui Borough Council should appropriate the fees. BATHS.—The secretary of the Sedgebrook School Committee wrote thanking the Council for its donation to the baths fund. CONTRIBUTIONS.—The contributions of .£4B 4s 6d and .£lB lg 8d to the Hospital and Charitable Aid Boards respectively were passed for payment. DOG TAX.—It was decided to call for applications for the position of dog tax collector. BANK BALANCE.—The bank book showed a dr. balance to general account of £749 Is 8d and a. credit to loan account of £3OO 0s lid. ACCOUNTS.—Accounts totalling £217 15s 4d were passed for payment. INFORMATION.—Mr A. Peachey wrote asking for information concerning the formation of Tipai and Hipango Streets, as he had bought sections and intended erecting buildings thereon.—lnformation to be supplied. RATING AREA, —Cr Neilson moved the motion of which he had given notice: That the resolution passed by the Council on December 10th, 1909, defining the special rating area for drainage loan be rescinded.” He also moved a further resolution re-defining the boundaries of such Special rating area.—Cr. O’Leary moved as an amendment that the matter be deferred till next meeting, saying that he. thought the matter ought to be discussed a. full Council. Eventually Cr. Neilson withdrew hia resolution, but gave notice of motion, that he woidd move it at next meeting, the Councillors in the meantime to inspect certain areas with a view to their inclusion or exclusion, . HALF-HOLIDAY POLL—The clerk was instructed to write to the Wanganui Bor ough Council asking for a refund of the amount paid for cost of half-holiday noil. TOWN HALL.—It was decided to have the. gas laid on to the Hall, the Wanganui Borough Council to undertake the work. WATER RATE.—Cr Neilson moved that be . a : re cpmmendatioh to the Finance Committee, in drawing up their estimate that the question of reducing the waterrate be considered. GORSE.—Notices to grub up gorse are to be sent out to some offenders. ARTESIAN WELL.—Regardino- the £3OO which it is proposed to he raised for driving an artesian well on the River Bank, ■ the clerk was authorised to take steps to raise the loan if the reply from the Treasury be favourable, by petition, if possible, and, if necessary, to take a P°lJ- Cr. Allen said that several of the residents were prepared to guarantee the amount and the well-sinking could start immediately. FOREMAN’S REPORT. The foreman reported as follows: No. 3 Line.—Since last meeting we have put a. pipe culvert across the road to take die water off Humphrey’s and other properties; also have stripped part of the gravel pit, and triihmed up the road ri<dit through. ” River Bank Road.—Cut grass in esplanade and scrub and gorse in front of Paul’s estate; this road has been done up in general. Water.—During the month about 44 ehains of mains have been laid and some properties connected. I would advise the Comic 1 to metal the Duncan Estate or part of it, as it will be very expensive to keep in the winter if not gravelled. The foreman was asked to furnish the Council with a report as to the best means ot obtaining gravel in the borough.
