The House made a poor start thi6 morning so far as the despatch o fV.iwineus is concerned, th 9 whols morning being occupied with the debate oa the motion by Mr Herdman to introduce a Public Service Bill. The debate was principally remarkable for the large number of Wellington members who spoke. The mover and the seconder of the Ad-dress-in-Kepiy sat patiently waiting m evening dress all the morning, awaiting an opportunity to a^r their eloquence, which has perforce to be postponed t'll half-past 2. The Legislative Council quickly disposed of the Address-in-Reply.
