There is a better outlook in the Balkans. Several Powers, Including Germany, welcomed the Russians' proposal of a conference of the signatories concerning the juridical interpretation of certain articles in the Berlin Treaty, more especially their relation to the status of the Roumelian railway. There is some talk of an alliance between Turkey and Greece. Striking denumstrations have been held in Constantinople in connection therewith.
