A LONG-DRAWN DAY.

WELLINGTON, October 1.

The time passed very slowly in the House yesterday, notwithstanding many signs of impatiencp on the Ministerial benches, and among private members. The whole afternoon was taken up in discussing petitions, chiefest among; which was one from Samuel Vaile, praying for an unconditional trial of his railway system. The remarks that were made in favour of his "stage" system drew from the Premier a long and comprehensive defence of the colony's railway management. The Premier took no note of time in his desire to answer Mr Vaile and his backers.

In the evening time was similarly wasted on the motion to read the N^aval Subsidy Bill a second time., The wliole question of the defence of the colony was introduced, as a result of remarks by Mr J. Allen. This elicited from the Premier a statement that he had always favoured a system that would ensure Cadets at 18 years joining the Volunteers. This was in reply to a statement of the Opposition that the Government feared to -face its responsibilities. Sir Joseph Bsd the suggestion for conscription would be received by a hostile demonstration throughout the Dominion. In this debate Mr JtcJ^achlan made a speech, but the House and galleries felt relieved when the Speaker ruled that, for breaches of certain standing orders, he must resume seat. The rest of the night was taken up by the debate on the Advances to Settlers Amendment Bill, which proposes to increase the borrowing limits of the Department from five to six millions. Sir Joseph Ward submitted interesting figures as to the stupendous operations of this and the Advances to Workers Department. This and other Bills were subsequently put through their third readings, and the House rose at an early hour. It is becoming evident now that Parliament cannot prorogue until well on in next week at least.
