Received September 30, 8.35 a.m. PARIS, Pepatember 29. General D'Amade telegraphs that the German Consul at Casa Blanca gave the Secretary a written order to help the embarkation of six men. General D'Amade possesses the original order. The six men were deserters from the Foreign Legion. One was -a Swiss, another an Austrian and a third a' Pole.

General D'Amade adds, that far f-om. the j. rench sailors having, as some statements allege, in the first instance, roughly handled the representative at the Consulate, they were themselves first struck by the" Consulate native employees, and subsequently by the Secretary himself.
