Legislative Council.

(Per United Press Association.) WELLINGTON. September 28. The Council met at 2.30 p.m. Eeplying' to the Hon. Caincross, the At-torney-General stated that it was not intended to introduce legislation this session offering facilities to local bodies to borrow money for the purpose of erecting gasworks.

The Police Offences Amendment Bill was further considered iv Committee. Sub-sec-tion 2, Section 16, was amended to provide that the period of detention of women in institutions for fallen women shall not exceed twelve months.

Clause 19, which gives the governing authority oi institutions power to make byelaws, providing for mode of employment, and hours of- labour, was amended to provide that bye-laws could be made fixing the rate of remuneration of detained persons if any The Bill, with amendments, was reported, read a third time, and passed. The Industrial Conciliation and Arbitration Act Amendment Bill, from the Lower House, was read a 3rst time.

The second reading was set down for tomorrow.

The Attorney-General, in moving the second reading of Hie Tieavy Traffic Bill. said it was introduced in response to applications from local bodies and petitions c drivers of vehicles. Provision was made to protect local bodies 'roads from damage by vehicles. On the thcr hand, complaint was made by drivers of vehicles that were taxed by every local body over whose roads they travelled, and this was a heavy tax, driving many men out of business. The Bil! provided that a Magistrate 6hall apportion among the various local authorities concerned the amount of the license fee for vehicles in such portions as he thinks just, hie decision to be final and conclusive.

The Hon. Jenkinson expressed surprise at the introduction of such an important measure so late in Uie session.

The Hon. Anstey thought the measure would be very harsh. The Hon. Kelly ea id that not a single local body in Taranaki would adopt the provisions of the Bill. The eecond reading was agrew? io, and the Bill waa referred to the Agricultural^ and Stock Committee.

The Harbours Amendment Bill was read a second time.

The Council adjourned at 5 p.m. until 8 p.m. The Council resumed at 8 p.m. The Hamilton Domain Bill and the Counties Amendment Bill were passed. The Harbours Amendment Bill was read a second time. The Council rose at 9.30 p.m.
