Press Association.— Telegraph.— Copyright. Received April 9~, 8.32 a.m. HONG KONG, April 8. The Chinese Merchants' Guild of Hongkong have telegraphed their agents at Ngasaki, Kobe, and Yokohama, directing them not to place any orders for Japanese goods.

Government Moving: Energetically for its Suppression.
HONG KONG, April 8
The Chinese Government is making an energetic attempt to reduce the .consumption of opium, and has^ issued a rigorous prohibition against its£ use in colleges, schools, and the Army. Prince Kung and four high officials are inquiring into the matter of smoking pmong officials ond the people. Edicts ordering the establishment of refugees where victims may be treated, have befcn issued.
