A Blue Book issued shows that the rapprochement of the Russian and British plans dealing with Macedonia is slowly progressing, but as the Russian Minister of Foreign Affairs forgets the fact that civil reforms are starved f\/r lack of funds, Earl Grey proposed that civil needs be the first charge on the Macedonian budget and the balance handed to the Porte that the present deficit might be made good, otherwise Britain will withdraw its conditional sanction of a three per cent, increase in the Customs. The Times says that while the deficit in the Macedonian budget is ,£300,000 sterling, negotiations have been renewed for heavy commitments on the part of Turkey for the construction of three fresh sections of the Baghdad railway.
