WANGANUI BOROUGH COUNCIL.

The regular fortnightly meeting of the Wanganui Borough Council was held last evening. Present— His Worship the, Mayor, Crs T. H. Battle, C, W. Poynter, H. Purser, G. Spriggens, J. T. Muir, 515 1 - A. Markness, E. N. Liffiton, A. Harris. Leave of absence was granted to Cr Carson. BALANCES.— The following balances were shown on the agenda: — District fund, dr, .£447 12a 7d; interest account, dr, i! 614 7s 7d; interest account, No. 2, dr, £3468 13s 9d; gasworks loan, No. 2, cr, £200; gasworks £10,000 loan, dr, £1373 lls 8d; tramway loan, dr, £2037 4s 4d; special £11,500 loan, cr, £743 6s Id. TARANAKI QUAY.— Prior to the ordmavy busines a special meeting was held, whn a resolution was passed to make a special order to increase the width of Taranaki Quay at Gibbon's brewery corTAUPO QUAY.— The Works Committee reported recommending that if Messie Thain and Co. will 'contribute £50 towards the cost, the Council laise the level of Taupo Quay between the Avenue and St. Hill Street.— The Mayor moved the adoption of the report. — Cr Battle seconded. — Cr Harris moved as an amendment that the report be referred back to the committee for reconsideration. Referring to the size of the overdraft, he went on to say that the work was not a necessaryone. It would increase the overdraft another £200, possibly £500. He adduced 1 various reasons why the work should not be done, and said that if the raising of the level diyerted the water in future floods the Council might be held liable for damages. — Cr Liffiton seconded the amendment pro forma, asking what would V«» the oost of the work.— Cr Battle said Gilmour's estimate was £150. The worlc would improve the street and raise it above flood level, and as the trams ui>]f to be laid, now was an opbo>tnne time to do it. — After some further dismission, the amendment was lost and tho motion for adoption carried. TRAMWAY COMMITTEE.— The Tramway Committee reported that the committee has considered Messrs Woolf and Co.s' offer to make a 20ft extension to the carshed for the sum of £353, and we have deoidfMl to notify the contractors tint the committee has considered the conditions on whifh the Railway Department will allow the Council to construct coal conveyors across the railway yard; also the clause* setting out the terms on which the Railway Department will be permitted to use the Council's plant for conveyi% coal to *-h» railway stores. We approve of- the conditions, and recommend that a copy be forwarded to the Railway Department. Re gas mains in the Avenue, the committee has instructed the Gas Manager to proceed with the of removing the gas mains that are" in the line of the tramway, and to re-lay the same in the footpath, using Bin pipes in the lower and 6in in the upper portion of the street. We .recommend that the cost of labour be paid by the tramways, and that all materials be supplied by the Gas Department. Re Newcastle coal, the Gas Manager has been instructed to draw up specifications for the supply of 2500 tons of Newcastle eqjj. — Adopted.

FINANCE COMMITEE— The Finance Committee report: .Re the deed of covenant, Temperance and General Society with Council, .£40,000 tramway loan. — The committe has perused the draft of the above deed, and recommend the Council to execute the same as amended by the committee. — Adopted. , WATER GOMMITTEE.-^rhe Water Committee reported' as follows : — Re extraordinary water supply to retail butchers — That as the charge for extraordinary water supply is fixed by law the committee cannot recommend the Council to make additional allowance or permit water to be used by butchers except through the meters. — Adopted.

BOUNDARY LOAN.— Letter from the Gonville Town Board approving of work of levelling the Boundary Road from the Heads Road to Jackson Street being. done, as shown in the Council's estimate. — Received.

ROTUNDA.— Letter from the Garrison* JU:id on behalf of the Ffaotings Town Band, asking the Council to grant the n+o of the rotunda in Queen's Park to the Hastings Band, for an open air concert on Sunday afternon next, 23rd inst. — 0 ranted.

AMBULANCE.— Letter from the St. John Ainbularifce Brigade (Wanganui division; drawing attention* to "the fact of it 3 existence." As the brigade wished to irake its organisation useful to the town, it a"ced the Council to co-operate by notifying it of any public occasion on which it Could be of service to the public. — Resolved to thank the Brigade, to instruct tho assistant foreman to notify it of any puhlic function where its services would probably be useful. LEAVE.— Mr B. Olds, baths custodian, applied for a day's leave to take a team of boys and girls to give a swimming demonstration at Waver ley on March 4th.— • Granted, provided he supplies a deputy ior -the day.

SIGNBOARD.— Messrs Herd and Dicki« applied for permission to erect a sign* board, on Mr Tcwnsend's shop."«— Granted on condition that there is no infringement of the by-lawi. BRlDGE.— Letter from the Roads Department regarding 1 votes for "the protection of the town bridge and river bank, and asking whether the Council elected to do the work itself Or wished it done by the Public Works' Department. On receipt of reply, 'the Department would issue authority for the expenditure without dela^. — It was jesolved ' to hold a special meeting of the Council to deal with the matter on Wednesday, 26th inst., and to ask Messrs Stewart and Bassett and the Borough Solicitor to be present.

HAWKING.— Letter from the Health Inspector drawing attention to the insanitary methods of butchers' carts hawking meat for sale. He stated that the butchers were willing to cease hawking provid°d outsiders were prevented from coming in and doing so. lie recommended the passing of a by-law prohibiting the hawking of meat within the borough. — Referred to the Sanitation Commuteee.

GAS LAMPS.— The -uayor referred to the fact that the gas lamps in the Avenue would soon have to be shifted, and the question aroao where they were to be put. — It was decided that the Works Committee go into the matter, and consider also

PIPES .v- The Auckland sellers of earthenware pipes having altered their terms, * it was resolved to authorise the foreipan to sro to Auckland, inspect and buy pipes there, and charter a scow to bring them to Wanganui.
