The Japanese papers contrast the reception of Prince I'ut.hima with the disastious failure of Takahashi of the Bank of Japan, who was unable to raise fresh loans in Europe, and only succeeded in obtaining a renewal of existing bonds with the help of France. The newspapers assert that immediately upon America's refusal to assist Takahashi, Rothschild demanded exorbitant terms. Germany refused to help, and France only lesponded in return for the promise of a reeenily arranged treaty. Owing to the spread of unrest in Korea Marquis Ito urged the Mikado to accept his resignation iis Premier.
