The American Customs regulations embodied in the agreement with Germany declare that valuations mado by Chambers ot Commerce officially connected with tho Government shall be accepted as evidence of the pi'ico of exports to Germany jvith a. .stipulation for benefits to France, not Britain. Whcie C'liambeiw arc not official it is hoped the British Government will s\riansje to appoint iiglenls to superintend the valuation.
