James Bryce, replying to a deputation in connection with the partial failure of the potato crop in the west of 'Ireland, said that experience had convinced everyone that in dealing with distress in Ireland it was most dangerous to institute public works merely for the sake of relief. If such works must be instituted, their permanent value to the neighbourhood must be considered.
