(Per United Press Association). WELLINGTON, September 19. The Council met at 2.30. FIRST REiADINGS. The Regulation of Bellamy's Bill (the Hon. Reeves) was read a first time. SECOND READING. Tho Napier Athenaeum and Mechanics Institute Empowering Bill and the Napier Hospital Site Extension Bill (the Hon. Ormoiid) were read a second 1 time. ARBITRATION AMENDMENT. The Attorney-General moved the second reading of the Arbitration Act Amendment Bill. He explained that the measure had nothing to do with the Conciliation and Arbitration Act. Under the existing law of 1890 the term "submission" was defined as "matter in difference." It had been found in practise, in the 9triet law, that there were many cases which were not mattors of "difference." He instanced questions such as valuation by arbitration mutually agreed upon, the value of improvements and other matters of like character. It was intended to enlarge the expression "submission of" and to make this amendment of the law retrospective. The second reading was agreed to without discussion. AIOTOR REGULATION. The Attorney-General moved the second reading of the" Motor Regulation Bill, designed to make further provision for the regulation, registration and identification of motor-cars and to further safeguard the public. Several members urged that it would be preferable to have one comprehensive measure dealing with the whole question, instead of a Bill like the present making numerous amendments in the existing law. The Hon. Bolt moved the adjournment of the debate for a week. The Hon. Pitt said the motion was made at his suggestion. If it were agreed to ho would in the meantime have a Consolidating Bill drafted. The motion was agreed to. FIREARMS BILL. The Firearms Bill was recommitted on the motion of the Attorney-General and further amended. The imprisonment penalty for youths was eliminated and a new clause waa inserted providing for the forfeiture of the firearm in the event of conviction of a youth under fifteen for breach of the law. The Bill was reported. THE FISHERIES CONSERVATION BILL was recommitted and further amendment* made in the "regulation" clause. The Bill was reported, and the Council adjourned at 3.40.
