The Tramways Committees' Report.

At last night's meeting of the Borough Council, the Tramways Committee reported having met to consider detail matters to be embodied in the application for the Order-in Council authorising the construction of the tramway. The committee recommended aa follows: — Rate of Speed : The maximum rate of speed at which cars may travel shall be 20 miles per hour, provided that in rounding all angles where there is a space less than 9 feet 6 inches between the line of kerbing and the nearest tram rails the speed shall not exceed 5 miles an hour.

Scale of Tolls and GLargei: Route -A.. from Churton Street, via Taupo Quay and Avenue, to Glasgow Street, 108 chains; from Avenue, via Glasgow Street, to Lowther Street, 73 chains; from Lowther Street, via River Bank, to terminus, 11 chains. Route B: Any distance in either direction on any of the three sections on the line, viz., from Churton Street, via Quay, Avenue, Guyton, Campbell, and Ingestre and Bell Streets to Dublin Street, 102 chains; from Bell Street, via Dublin Street and River Bank, to Lowther Street 70 chains; from Lowther Street to terminus, 11 chains. Route C: Any distance in either direction. From Racecourse terminus to Churton Street, via Purucll and Guyton Streets, Avenue, and Quay, 92 chains; from Racecourse terminus to Glasgow Street, via Purnell and Guyton Streets and Avenue, 95 chains; from Racecourse terminus to Dublin Street, via Purnell, Guyton, Campbell, Ingeetre, and Bell Streets, 90 chains. The maximum fare to be 2d per section. Merchandise to be carried at a rate not exceeding 5s per ton per mile. All other matters as set out in the first schedule of the order to be adopted. Service : That the daily service shall commence not later than 8 a.m. and end not earlier than 8 p.m. Also, that a car shall be despatched from each terminus at leaet every 30 minutes. In respect to this latter clause, the Racecourse shall not be regarded as a terminus.

Routes outside the Borough : That the Council make a formal application to the Waitotara County Council for their permission to construct the tramway beyond the borough boundary to the railway bridge. Plans -and Specifications: That the Council approve of the plans and specifications prepared by the engineer, ana that the general conditions of contract and specifications for the construction of the permanent way, as amended by the solicitor, be adonted."

Order-in-Council: Th*t the Borough solicitor be instructed to prepare the application for the Order-in-Council, and the notice of the Council's intention to apply for such order. The Mayor, in moving the adoption of the report, said that it dealt with matters of form, and it would be a sufficient answer i#> the complaints that the Council had delayed unnecessarily. A great amount of routine work had to be gone tlirough to get the necessary consent of the Government to construct, and they were now in a position to apply for an Order-in-Council. Of course, they were determined to make lull inquiries re electric traction, but in the meantime they were not Wasting time, having gone on in matters connected with the steam service in case it were adopted. Cr. Green seconded the motion, which was carried.

A wire was read from Mr. J. J. Craig, asking if the Council would give the conCessions in regard to electric tram and lighting services which he originally applied for, and it was resolved to reply that the Council had instructed its consulting engineer to make inquiries into the matter.

The Mayor said it was a pity they had not had the present information tc electric trams six months ago. ' In answer to Cr. Green, the Mayor said that Mr. Chamberlain's report re the feasibility of electric trams would probably be received this week.
