Mr. Haldane, in a second speech at Newcastle, said that no single nation was able to reduce its armaments. He believed the day was approaching when democracies themselves would initiate it. Meanwhile we cannot afford to be weak. We must put our forces on the best possible footing. He spoke hopefully of the relations of Boer and Briton, who were now drawing together. The admixture of blood would bring increase of strength and grit.
