The Times' St. Petersburg correspondent states that, owing to the ghastly massacres at Siedlce, the Government has drafted provisional rules granting the Jews a large measure of equality and right to travel, sojourn, and to acquire lands, except such as belong to the peasants. The police at Warsaw discovered the headquarters of the revolutionary organisation in Lesno Street. They seized bombs, papers, and important documents. Two Terrorists were executed in the Citadel.

Lieut. Shadnovstei, the ringleader of the recent sapper mutiny at Kieff, has been sentenced to be shot.
