SOUTH AFRICA.

The Outlook In the Transvaal, Fttrn Association.— Telegraph.— Copyright. •Received September 18, 8.56 a.m. LONDON, September 17. Mr Abe Bailey and Sir Percy Fitzpatrick, the delegates from the Transvaal Progressive Party, are returning to South Africa. Interviewed at Southampton, Mr Bailey complained of the Liberals opposing any form of indentured labour for the development of the Transvaal. Sir Percy Pitzpatrick anticipates that on the mam issues there will be a small British majority in the Transvaal Assembly, owing to the presence of two clearly defined policies and to the danger of the British allowing themselves to be split into factions, when the Boer organisation, the Het Yolk, is as solid as one man.
