LONDON, September 15. The Hon. Mr. Haldane, speaking at Newcastle, said it was necessary to popularise the conception of a nation in arms, though not in a spirit of militarism. There ought to be one national army of regular*, militia, yeomanry, and volunteers, all parts, of one whole. He would oven like to see rifle fclubs affiliated to the forces. , We must look, to the expansion of the volunteers, as the Continent relied on conscription. With sufficient enthusiasm we might gst into the field and maintain an army of 900,000 men.
