BERLIN, February 12.
Tho Vossiche Zeitung declares that Italy, Servia, and Montenegro have concluded a secret offensive and defensive alliance, and that Italy has supplied Montenegro with 36 field guns, 12 heavy fortress guns, and much ammunition. It further asserts that Austria and Turkey are watchful and suspicious.
