The winner of any flat race after publication of weights to carry a penalty of 101 b, and of every additional race a further penalty of 51b, or if he think fit the handicapper may re-handicap the winner of any race or race 3of the collective value of dfilaO or over after the declaration of weierhts. DEFINITION OF A HACK.— Hack means a horse that has not, at time of nomination, won a race of the value of 80 ?ovs or over, or races of the collective value of 200 SO7S.
