Lord Rosebory, in his speech at Truro, declared that the nearness of the elections made ifr- essential not to discuss the coming Liberal programme. No voice must conflict with the united voice of the Liberal party. Social reforms were demanded, and the Liberal Government would deal with them. LONDON, November 26. Received November 27. 4.45 a.m. Lord Rosebery, in closing his Cornish campaign at Bodmin, referred to Sir Henry Campbell-Bannerman's speech at Stirling, adding "I object to raising the barrier of Home Rule, and say emphatically and Explicitly, once and for all, that I cannot serve under it.
